At all times is the phrase that turns a sentiment into a declaration.
It is easy to bless the Lord when the report comes back clean, when the relationship is whole, when the finances are stable, when the prayer was answered in the way you asked.
That kind of praise requires no particular courage or spiritual maturity. It is the natural human response to favorable conditions.
What David wrote in Psalm 34 is something different. I will bless the Lord at all times. His praise shall continually be in my mouth.
He wrote that while he was feigning madness before Abimelech, having escaped from a situation in which his life was genuinely at risk.
He was not blessing God from a place of safety and resolution. He was declaring praise as an act of will in the middle of the threat.
At all times is the declaration that says: the conditions do not get to determine whether I worship.

The at all times is what makes the blessing costly and therefore significant. It is the declaration that the worthiness of God is not a variable dependent on the favorability of the season. He was good before this happened. He is good while it is happening. He will be good when it is resolved.
The person who blesses God in the hard season is not performing. They are operating from a settled conclusion about who God is, that no circumstance has the authority to overrule.
