A lamp does not decide whether to shine. It shines because that is what lamps do when they are lit.

Nobody tells a lamp to shine in a room that is already bright. The assignment only makes sense if the surrounding environment is dark, and the metaphor assumes you are in contact with the darkness rather than quarantined from it.
