God is good all the time is one of the most repeated declarations in Christian worship, and one of the most tested in Christian life.
The testing is what matters.
Anyone can affirm the goodness of God on the morning of a good diagnosis, a reconciled relationship, or an unexpected financial provision.
The declaration requires nothing from us in those moments. It is the natural overflow of favorable circumstances.
The declaration becomes theological when the circumstances are unfavorable.
The psalmist wrote from devastation. Jeremiah prophesied through national catastrophe.
Job sat in ashes after losing everything and still acknowledged that the Lord gives and the Lord takes away; blessed be the name of the Lord.
The writer of Lamentations observed the burning of Jerusalem and wrote from inside the ruins that the steadfast love of the Lord never ceases, and his mercies are new every morning.
Not: God is good when things are good.
The declaration is: God is good. The “all the time” is the theological commitment to hold that truth even when the evidence of the present moment is offering a different interpretation.
The goodness of God is not a quality that fluctuates with your circumstances. It is an attribute of his nature, as constant as his omnipotence and his holiness.
He cannot be less good than he is any more than he can be less omniscient.
Goodness is who he is, not what he produces when he is in a good mood or when we have done enough to deserve it.

The Goodness Is Not Suspended. It Is Active.
Every verse in this collection is a piece of the same testimony: the goodness of God is not a fair-weather quality that shows up when circumstances cooperate.
It is the constant, unchanging character of the God who does not have bad days, who does not tire of giving good gifts, and who does not revise his goodness downward when the people he loves are in a season that looks like anything but good.
The person in the hard season who declares God is good all the time is not being naive.
They are being theological. They are holding the truth of his character above the interpretation that the current moment is trying to impose.

What does the Bible mean when it says God is good?
Psalm 119:68 says you are good and do good. James 1:17 says every good and perfect gift comes from him. Psalm 34:8 invites tasting and seeing. God’s goodness is an attribute of his nature, not a response to circumstances. He is inherently, consistently, and unalterably good in his character and in what he produces.
How can God be good when bad things happen?
